Photo Release -- PHA Commission Approves Security, Environmental MattersSecurity Guard Service, Environmental Audit, Skimmer Boat Being AddressedHOUSTON, May 29, 2008 -- The Port Commission of The Port of Houston Authority (PHA) approved a three-year security contract and key environmental matters at its regular May 28 meeting.
Also at the meeting, Commissioners recognized the ten 2008 scholarship recipients from the PHA's Junior Achievement program. The students, who represent Channelview, Clear Creek, Deer Park, LaPorte, Lee, North Shore, Sam Rayburn and Wheatley high schools, each received $2,000 scholarships to their college of choice. SECURITY MATTERS (Agenda G2) Commissioners approved a PHA staff recommendation to award a three-year, $14.3 million contract to Day & Zimmerman, Inc. for unarmed, uniformed security guard services at PHA terminal gates. The contract's duration is July 19, 2008 through July 18, 2011. ENVIRONMENTAL MATTERS (Agenda G6) Commissioners authorized a $28,000 contract to Det Norske Veritas Certification Inc. for an audit of the port authority's internationally acclaimed environmental management system (EMS). The audit will focus on PHA's Turning Basin Terminal, Central Maintenance facility, Barbours Cut Terminal and the new Bayport Container Terminal. The Port of Houston Authority was the first U.S. port authority to implement an EMS that meets the rigorous parameters of the ISO 14001 standards. PHA successfully completed its first ISO 14001 audit in August 2002. The port authority achieved certification to the ISO 14001: 2004 standard in September 2005. In order to retain the ISO status, successful audits must be conducted every three years. (Agenda G12) Commissioners approved a two-year, general services contract to Tex American Recycling Corporation for scrap tire removal, recycling or disposal at PHA facilities. The proposed $100,000 contract will provide for the environmentally sound disposal of tires discarded from PHA passenger cars, trucks and yard cranes. (Agenda K9) The commission authorized advertising for and receipt of proposals for a new trash skimmer boat. The new vessel will assist with the cleanup of Buffalo Bayou as part of the highly successful Clean & Green Port of Houston program. FACILITY MATTERS (Agenda K3) Commissioners authorized advertising for and receipt of competitive sealed proposals for paving and drainage improvements at Manchester Terminal's Wharf 1, Wharf 2 and Wharf 3. Soil erosion at the facility has taken the access road and railroad tracks out of commission. The proposal will provide for removal of old railroad tracks, grading and installation of drainage infrastructure and the installation of asphaltic concrete paving and curbing. (Agenda K5) The commission authorized advertising and receipt of proposals for a 15,000-volt electrical feed from the existing, 138,000-volt main substation to the proposed Bayport Administration Building and the Bayport Maintenance and Repair Building. The proposed project will include installation of electrical conductors, electrical main substation breakers and associated relays, as well as substation reprogramming.
